Make - to - order: This is a scenario where you have the required design for production available with you. Only thing is after getting the order you go for the sales cycle, project cycle, production cycle, etc.
Engineered to Order: This scenario is where you design the product from the scratch and then you go for the sales cycle, project cycle, production cycle, etc. Here PLM module is coming into picture for designing.

Question: As you mentioned "require design for production" is this means we require design at time of production or this is pre-designed.
Engineered to Order: This scenario is where you design the product from the scratch and then you go for the sales cycle, project cycle, production cycle, etc. Here PLM module is coming into picture for designing.

In practical situation preliminary drawings will be prepared initially along with Inquiry or Tender. But detailed engineering, feasibility test, mock-up etc will be done after confirming the order / receipt of LOI. Hope it clarifies your doubt.
