Costing Sheet Overhead calculation

Dear SAP Gurus,

How will I / What will be the basis for allocation of admin costs to different process through costing sheet.

For example : If I have admin oh of Rs/- 50000 on what basis should I allocate to different processes while defining the costing sheet.

How the system will derieve Planned and Actual.
