Anybody with basic qualification who is found to be fit technically to perform the project and improve the revenue to the consulting company can get a job (unless it is specifically mentioned in the RFP by the Client that, a certified consultant is required)
All depends on the job offer. It's the same for most jobs.
Sometimes, a certification may not be required but will be an asset, and at other times, a certification is required but some candidates without it may be considered based on their past related experiences and training.
