DC mapped as plant or storage location?

We are considering implementation of a new supply network in a new country, but we want to make sure we map plants and storage locations in the right way.

For example, we have production plants and distribution centers. The distribution centers are supposed to receive stock from the producing plant and ship it to customers. The DCs should also receive customer returns and it should be possible to move stock between DCs.

Now, we want to make sure we map it right (for example, should we map the DC´s as Plants or Storage locations?), so please can you specify what you think is important when choosing between plant or storage location? Please do it from a receiving/shipping perspective.

The DCs should be defined as plants as I am sure the inventory will be tracked at plant level. Also movements withing DCs would required creation of STOs which would require the DCs to be plants so that STOs can be created. Also plants by default becomes a valuation area which is very important for foolproof financial tracking of the activities in the DC
