503 Service Unavailable

Hi all,

When ever server is down it displays "SAP WebAS Engine is starting... " and some standard text.

But my requirement is i dont want to display this text, i want to show some customized error message. Is it possible through webdynpro. if so please provide me the steps related to it. I have cross checked with the SAP note 795699. but i am unable to follow it. please update on this issue.
