implement Italy e invoicing for outgoing and incoming invoice

Hi,

can someone please let me know what exactly we need to do to implement Italy e-invoicing?

1. Do we need an interface with governement?

2. Can these electronic invoices be send manually to govt?

3. what SAP notes or solutions available for this?
