Bill indicated his system was "down", not completely removed from the landscape. Your method is a permananet solution when Bill has a temporary problem.
You can copy the cofile and the datafile to their respective directories in the production system and go to STMS -> Extras -> Add request -> Enter the transport number and that will put the request on the queue, then just simply transport it.
