WBS System status closed without assigned PM order business completion

Hi Gurus

I am working on PS PM integration. I have found out a bug that WBS element can be closed even if the assigned PM order is in released status. Is there any user exit or a BADi which can be used to set validation as to check the status of PM order at the time of closure of WBS element.
