Multiple Pick records or DN's for a single WO?

Hi all. Would love some help here.
I work in a manufacturing production environment. Work Orders are created for big tools/machines and the BOM's can have hundreds of little parts. In our current environment, the WO's are released to the warehouse for picking/kitting before all the inventory is actually on hand so that the production floor (which is miles away at a separate location) can begin assembling and building what they can with whatever available parts. This creates a ton of confusion and inefficient manual work as there's no systemic way to release more items for the warehouse to pick as they are received from the vendor (External parts). Currently, it's an extremely manual process of planners checking for more available inventory as it comes in, then manually communicating to warehouse that now they can pick parts 1, 2, and 3 on this WO and send it over to production floor. NOTE- Yes, WO # does print on receiving paperwork as parts come in from vendor, but that's not necessarily the WO planners want the inventory to go to. So straight cross-dock process is not an option here. There has to be a planner making that decision.
I want to eliminate all this manual communication. Here's what I want to see happen- Planned order gets firmed up into a production WO. If only 5 parts out of the 50 needed on the WO are available- System to create (with the discretion of the planner/user intervention) a DN or some kind of sub lower level record for ONLY those 5 parts and that is what is released to the WH for picking. Another 10 items come in- Planner sees inventory is available, creates another release record (Whatever that may be) for the warehouse to pick those 10 items. And so forth. That way all is happening systemically and is being tracked systemically. No need for planners to manually communicate to WH what other items are now available to pick on a WO. And all "DN's" get rolled up to the WO as they get picked and sent to production floor.
This is the only solution I see to align every department systemically and eliminate manual communication.
Is there such a way? Can we configure something?

NOTE- We do not currently have SAP WMS. But we have plans to implement it next year.
