Bid Invitaion - no approval

Hi,

I set the workflow for Bid Invitation as No -approval.

while I am creating the Bid Invitation it throws an error as ' No approval is found,so inform administrator' .

i cannot able to publish the bid invitation, How can i proceed further??

throw some lights in it....
