Message while upgrade Logon not possible (error in license check)

Hello,

While upgrading we are facing the issue of login into the system .

Its giving message of Logon not possible (error in license check)

Its not allowing any user to login other that sap*

This is R3trans version 6.13 (release 640 - 21.10.08 - 10:02:00).

2EETW169 no connect possible: "maybe someone set invalid values for DIR_LIBRARY ('/usr/sap/RGM/SYS/exe/run') or dbms_type ('ORA')"

R3trans finished (0012).

Have anybody faced the same issue.

Could you please kindly help me here.
