Sales Customer Master Data

Could someone give me the transaction code and steps how to removed a deletion flag and unblock a business partner. I've a business partner that was blocked and deletion flag set at all sales organizations level. Our plant warehouse department can't ship Outbound Deliveries to the business partner.

I;ve tried tcode VD05 Customer Block/Unblock but it's not removing the block.Thanks,
