Payroll schema question

hi gurus

I have a requirement to compute a wage type based on a rate multiply a fixed number.

This rate is either monthly salary or Base whichever is lower. The base is not the salary range. Thus if I need to maintain this base in a custom table. How can i create rule or PCR to read from this custom table for this wage type?
