OSA - Appraiser is not Line Manager

Dear experts:

Is it possible to go into ESS and create an appraisal form with the following:

Appraiser: yourself

Appraisee: your colleague (i.e. you are not the chief position in the org unit and there is no IT1001-relationship between you and your colleague)

1) Will the system allow you to create an appraisal form (with you as the appraiser) for any PERNR as the appraisee in the appraisal form?

2) If it is possible, after you save the form, are you able to go into ESS and edit the form again?

3) Which BSP page should I use for all these?
