Close Rows in Purchase Order And Sales Order

Hi,

My user account is set as super user with all the access right. I manage to close rows in PO and SO but some of my colleague which is not a super user don't have the Close Rows right when we want to close an item in the document rows instead of Delete Rows.

Please advice where I could set this.
