Garnishment infotype

Could anybody explain in steps how to configure garnishment infotype.

We are not doing payroll but we need garnishment infotype for master data. How to configure 194 and 195 infotypes.

GO To Spro-> Payroll-> Payroll USA-> Garnishment-> Master data
