Currently when someone does an attachment to a PO or OLA, the only person that can change or delete the attachment is the person who created it. Is there a way around this, where another person can delete?

Check deletion object of Attachement with your basis man. and give access to the concern person for deleting.

Here maintain roles and assign users to it...by this you can assign the user who can acsess it and can change it...
