Is there a way to close the PO even if one or more item is blocked?
Anywayz u cannot delete the purchase order. The only way is to balance the quantity then the PO gets automaticallly closed.

what do you mean by closing a PO? Usually a PO is considered as closed if the goods receipt and invoice receipt is posted and no balance (quantity and value) is left.
If items have a lock, then the PO can never be archived. A lock is a short term solution, until an issue is solved, then the item gets corrected or gets a deletion flag.

In my custom scenario, let us take we have 2 line items in an PO created in 2002 of which one item is blocked at 2003 when the GL account was active , and the other have been left,later the master was closed or became inactive in 2005, now i want to make the other item also blocked ,Is there a way to do it.
As my business requiremnt uses the blocked option instead of the delete indicator.
You can block the items at any time. If you get errors, then you have to take care about them individually.
However you just create problems for standard SAP design of archiving. As I already said, SAP cannot archive blocked orders. Deletion indicator is precondition for archiving.
This deletion indicator is usually set with the archiving prerun program, but it does not set deletion indicators for blocked items.
