The below list is for S/4 Cloud 1805 but might be a good start as most scope items are similar. Can be found on the Activate Roadmap page for S/4 Cloud in the accelerators. Probably a good start, but needs to be verified against scope items in your country and version.

I am working in a project in Argentina as PM. The main characteristic of the project is we are really starting from zero. The As Is situation is we have internally developed Legacy systems. And I am responsible to make decisions on type of installation (On Premise or Cloud), get the licenses and so on.
It is a medium size company which produces welded tubes for Oil & Gas Industry.
We do not have Cloud localization for Argentina, then our options are On Premise or Cloud private installation.
Nevertheless, the project approach we are thinking about is a fit/ gap against SAP best practices, with limitations about the complexity because we are looking for a minimal and simplest environment, i.e. no Ariba solutions, no EWM. Any other application or module could be part of future continuous improvement process.
We are preparing an Assessment for the next 6 months (Management made the decision to go for SAP, but they want to step by step) to assure the organization maturity and the conscientiousness of the change.
I really appreciate your thoughts about the approach and any additional idea.
