How test a Enterprise Service in SAP Netweaver 7.0 (Portal or Developer Studio)???

I try this Enterprise Service: EmployeeBasicDataByEmployeeQueryResponse_In

I try Developer Studio and showed me the following error:

Error: Cannot import external services.

Cannot Load WebService WSDL from URI:

reason: IO Exception occurred while parsing file: Server returned HTTP

response code: 401 for URL:

and also try WSNavigator and showed me the following error:

Cannot download WSDL from http://erp.esworkplace.sap.com/sap/bc/srt/xip/sap/ecc_employeebasicdbyemployeeqr?sap-client=800&wsdl=1.1&mode=sap_wsdl: It is not allowed to access this service. If you believe you should be able to, please contact your system administrator
