Internal Order Availability Control - Warning Email Error



I'm trying to set up simple availability control for Internal Orders. I activated Order Management for the controlling area, went through the customizing for the Order Type, Budget Profile, and Settlement, defined the Model Order, and set up Availability Control.

My problem is that when costs are posted to an internal order, the budget limit that should give a warning and email instead gives an error. Here is an example of test values:

COAr - 0010

Tr. Grp - ++

Act. - 1

Usage in % - 80.00

COAr - 0010

Tr. Grp - ++

Act. - 2

Usage in % - 95.00

I have no activity type of 3 defined. I correctly recieve a yellow warning at 80% of budget, but as soon as I hit 95% I recieve an error with the text "Item 001 Order 1RCER2010003 budget almost exhausted." Although it says the assigned funds are less than the budget, it is a red error, and so I cannot post the cost, and no email is sent to the person responsible. I have not been able to find what configuration I have done wrong. Thanks for any help you can give!
