how do I use transaction IBIP?

I need to upload data for transaction IP01 and IP10 and apparently IBIP should do the trick.

I do find how to use it:

1) how and in which application (excel, txt etc) do I build the upload file

2) what if I want to upload only part of the data

3) how do i run the transaction

is it similar to a recording in LSMW?
