Agent Rule Error

We are using Workflow for approval notifications for purchase requisitions. To route to the correct approver, we use a unique number in an agent rule along with release group and code. We make this field for the unique number mandatory when creating requisitions or it won't save.

As approvers change, we are phasing out the unique numbers in the agent rule. The issue we are coming to, is that all purchase requisitions that are associated to this unique number throw up an error after we have deleted it out of the agent rule - it's still looking for unique number in the agent rule.

Has anyone had to maintain anything like this and what is the best way to phase out the numbers to where pr's can still be saved? We do not want them to use the old unique numbers when they create new purchase requisitions, so we have to delete it out of the list that they choose the number from.
