Shortage Heuristic

Hi

Does anybody know how works Shortage Heuristic??

I have several resources and I need to make and order when a demand increase triggers a shortage during production, the problem is that is not respecting the priority mode, I don´t know why, and is placing me orders in resource with fith priority when the forth and the third are available
