CRM license user can't change status in sales blanket agreement

Hi, may I know is that CRM user unable to change Sales Blanket Agreement's Status? I have assigned all CRM user with Full Authorizations but they only able to view the status column only. Is that the limitations of CRM license? Or only PRO license able to change status only?
