Track inventory of cable ordering and goods issues by reel ID # ECC 5.0

We need to implement a new process to handle inventory on cable reels by serial number or reel ID number. We are a communications company and have a large inventory of very expensive cable. We need to be able to track, by cable reel, how much inventory has been issued out from each reel. Each type of cable has a material code assigned to it, and currently inventory is stored at the material level only. So our inventory might show 40 reels of cable, with a UOM of FT, and inventory of 4000ft, but someone might have used 300 ft off of one of those reels.

We would like to be able to track which reel that cable came off of.

Does anyone have any idea on how to handle this scenario? Some of this is copper cable that might "disappear" a few feet at a time off of reels; but, if we can keep better inventory records then we can keep this from happening. Ideally we would like to be able to say - of material xxxxx we issued out xxxFTof cable reel xxxx . What we don't want is a material code for each different cable reel. I am at a loss as to where to go. I can't think of a material type that would accomplish this, or a movement type, or a storage location. Help!
