Series specific formatting

I have a side-by-side bar chart with three series. Two of the series are represented by risers and the third series is a line showing the percent difference between the first two series. There are two y axes. The 2nd's y axis shows the third series which is a percentage.

The axis formatting is correct; the numbers show up as percents. The data labels do not. They all round to 0. How can I get this one series to display as percentages and leave the other 2 series displaying whole numbers?

This is CR 2008 with SP 1 and hotfixes.
