Hi Guru's
Is it possible for the SAP Basis administrator to restrict the system so that no users can log in except for the Basis administrator and a few privilegded users ?

As I know, we had only Z program to lock user without some of the previliged.
In case you need lock client used this solution>>
You can lock a system at the OS level by running: tp locksys <SID> pf=tpprofile
Example: To lock your DEV system enter this command: tp locksys DEV pf=saptranshostsapmnttransbintp_domain_dev.pfl
Only SAP* and DDIC can log on, so those users are for Basis admins
