Does anyone knows what does this error means? Function OpenService() failed for 'OracleServicePIQ' at location BrOraSrvControl-2,

check your Windows Services, it looks like Windows service named "OracleServicePIQ" is down. try to start it and analyze the situation.

Service was re-started many times. but Still no luck
Here little more info about our architecture:
Our Database backup is failing when we scheduled our backup from DB13 transaction. We are on Microsoft Windows 2003 Cluster.
Node A: We have SAP Instance running (Message server and etc)
Node B: We have Database instance running
On Both nodes we have application server installed and working fine.
We schedule our backup through DB13, and if our SAP Instance and DB instance are on separete nodes; the backup runs fine.
If either DB or SAP fails over to other node.
EXample:
If we fail over Node A (SAP Instance) group to NODE B; then we get the following below error and vice versa.
We think that there must be permission issue or conflict on the cluster groups between OraclePIQ and SAP PIQ group - Maybe a ASCS service and PIQ.WORLD cluster resource do not have correct permission.
Note: If we run the backup at OS Level using Brtools, backup runs perfctly fine. At OS I am logged on as SAP<SID> user and I ran the brbackup command.
When you run the backup from DB13 in SAP, I believe SAP uses SAPService<SID> user to backup.
We have a seprate Gatway also installed as per out note: 657999
