Administrator user locked

Hi masters please help-me.

The administrator user from NWDI has been locked and I trying to use de super admin.. but I changed the super admin password many times and it doesn´t work.

I used the Config Tool to change:

ume.superadmin.activated = true

ume.superadmin.password = abcd1234

and restarted the j2ee engine in the SAP Management Console

but.. I cannot log on with user sap* or SAP* with password acbd1234

as far as I know all other users should be deactivated but instead of , all other users still working.
