WHT CALCULATION

Hi everyone

Can anybody please help me in the scenario below!!

I have wht code with 3.5 % rate for supplies. If the amount is below 25000 (exempted) system should not calculate anything but if its above 250001 system should calculate tax on the whole 25001 amount.
