FMRP_RW_BUDCON & FMRP_RW_BUDGET different system result

I created a role for FMRP_RW_BUDCON and FMRP_RW_BUDGET in DEV box. With this, I put a restriction that user X can only view reports for FC40000000-FC49999999 fund centers. I then tried to view the report for FC11000000. The results I had in DEV and QAS are different.

Can anyone confirm why:

1. I have different results for DEV and QAS?

2. I can see "current budget" column in QAS?

My DEV and QAS users are identical and the roles they are using are moved via transport - hence, same roles and objects. Also, EA-PS version is the same for DEV and QAS.

I am just wondering if it would not be easier to use authorization groups for your reports (as you have an interval of data).

If you are sure that the settings are the same, log the user and check the authorization scripts after.
