I want to know what the requirements are to change the setting of an account to "Cashflorelevant"?

On some accounts i can change the setting and on some account i get an error Msg "ODBC -1029"

Here is a screenshot of the setting and the error msg.

So i want to know when can i and when cant i change this setting?
