Create a User exclusively for creating and assigning roles

Hi BASIS/SECURITY Experts,

We have a new requirement now in our company, we need to create an exclusive role for security team and going forward only that team will be capable of creating new roles and assigning them to the users, they should also have authorization to copy roles and create new users. Is there a preassigned solution for this or whether we need to do this manually, what kind of authorization should I provide to this team.
