Connection with licence server

Hello

We are having huge problem of connection with the licence server and the DI API server.

I have checked some existing thread and we are definetely investigating network issues. I would like some advices on how to control if our network performs correctly for the workstation to raise the server.

Also I would like to confirm something from a previous thread saying that user should have full control access to SERVER\SAP\SAP Business One ServerTools\License. Is that right ? Which user should have full control access to this folder and why ?
