SCCR Keys. Register object: Authorization Error!

In section "service.sap.com/sscr" i can not receive a key of access to object.

Error message:

"Autorization error! Currently you do not have authorization to use this function. To request the authorization, please contact one of the administrators at your company:

S0001671989 Vladimir Ivanovich Slesar"

Help to solve a problem.
