ESS Portal:personal number locked by the user himself message

Dear All,

I wanted to ask that when the personnel number in ESS is locked. when I access some Travel Manager iview through Portal then a message is displayed that u201CPersonnel number 4343 is locked by user Au201D where A is my portal userid.

Could you please tell why this is happening.

*my userid's are not locked at portal or backend.
