Creating Condition Record FV11

Hi all while creating condition record we usually maintain at different level . for an example Plant+ Vendor+ Material , Tax Code level Etc . But what the significance of Tax Classification in FV11? One of consultant told me that even though we maintain the conditions at other level , its required to maintain the same at classification level. So please explain what this tax classification means ?
