fbl1n not showing with holding tax amount for some document for same vendor

Hello Friends,

I have facing one strange issue in withholding tax, when im executing report of vendor line item display(fbl1n tcode) the column for withholding tax is showing zero value for some documents which is posted through MIRO TCODE even though the tax is been deducted which is clearly visible in f-02/fb03 entry.
