I dont think you can resend an idoc but you can reprocess the same through WE19 by changing some unique data but the Idoc number will be different. Hope this helps.
You cannot send the same IDOC once it is processed. However you can copy teh same IDOC in WE02 and create another IDOC and then you can send that idoc.
