Do you have any news on what is available in SP 18 for Solution Manager ? Is there any change in the existing ChaRM functionality ? A release notes kind of document will help

I don't think it makes any change... because

It does not mentioned specifically anywhere in "Master guide of SolMan EHP1( SP18)"

which is a best source to get information of all the release notes which are mentioned in the Related Notes section.
