When you create a manual reservation for am aterial and a movement type, that qty is automatically blocked until you perform a goods movement wrt the reservation. You don't have to block it again
Material Reservations is done using batch determination in Process order. Those reserve batches should not be issued to some other purpose (ie sto, cost center etc)
