PM Break Down Notification - Control

Dear Gurus...

I want to Control the Break Down Notification Creation ..

My Scenario is ..

If there is any pending notification for an equipment means the system not allow to create a further notification for that equipment still the notification status be TECO or deletion.

Is there is any settings or user exits for the above control...
