Crystal Reports 2008 concurrent licenses are not getting released

We are running Crystal Reports Server 2008 on Windows. We are using the DHTML viewer to view reports from our custom web application.

Under "View Global system metrics" the Warning message "74 unlicensed user(s) logged on) Need to purchase additional licenses." displays.

Even when we close the application and report window, the Logged On connection count does not decrease. We have tried to lower some of the timeout settings (but we are still encountering the problem).

Can someone advise what "Server" setting affects this functionality? (ie - Report Application Server, Crystal Reports Processing Server, etc.) And what specific timeout setting (the Idle Job Timeout or Idle Connection timeout)?

We have set both the "Idle Job Timeout" and "Idle Connection Timeout" on both servers down to 1 sec; and still our concurrent connections do not decrease.

Any suggestions or recommended settings?
