Drill-down needs merge

I have a report with several levels of drilldown. For some purpose, the users request to merge level 1 and 2.

Originally, the drill down will only show a sub branch, e.g. all level 2 only under 1 item in level 1, but the merge requests to display all of level 1 AND all of level 2 on one page

Can we do this?
