General: Question on Visual Administrator Structure

Hi,

I would like to know why all the managers are categorized in to the visual administrator under kernel? Is there any specific reason behind it?

Rather if we take Config tool , the managers are categorized under the tree Managers.

Please let me know whether is there any special reason behind this!
