Oracle software not installed. Install Oracle software error

Hi All.

I'm trying to install NetWeaver 7.0 SR3 on Windows Server 2003 x64. I installed Oracle 10.2.0.0 and patched to 10.2.0.4. (lastest version). Database works normally. But when i install NetWeaver i have an error: 

Oracle software not installed. Install Oracle software

What i must do to solve error?
