RSDDSTATWHM action 050 "conversion of update rules"

I am analyzing the contents of table RSDDSTATWHM.
Several InfoPackages are running slower than normal due to
the action 050 "conversion of update rules". Is there anywhere
a definition what this action means or how it can be tuned?
