Create Java users step stops with USER_OR_PASSOWRD_INCORRECT

I am installing Netweaver 7.0 SP2 ABAP and JAVA stack together , installation is stopping at

"Create Java users" step

First stopped with the error

CJS-30196 user account SAPJSF has no password (USER_HAS_NO_PASSWORD)

As ABAP is running, I logged in and changed the password for SAPJSF with the installation password ( the one I used for ddic and OS user for installation ) , now it is giving me following error message

Removing file C:\Program Files\sapinst_instdir\ERP\SYSTEM\ORA\CENTRAL\AS\dev_UserCheck.

FCO-00011 The step createJSF with step key |NW_Onehost|ind|ind|ind|ind|0|0|NW_Onehost_System|ind|ind|ind|ind|1|0|NW_CI_Instance|ind|ind|ind|ind|11|0|NW_CI_Instance_Doublestack|ind|ind|ind|ind|2|0|createJSF was executed with status ERROR .

Please let me know if you have any clue how to resolve this , your help will be appreciated,
