BP_GEN Not showing full users list of satellite system

Hi All,

While configuring Service Desk in Solution Manager,when I tried to generate BP in Tcode BP_GEN system is not showing all user id's of Production System. There are more than 50 users in Production system but its showing only 9 users in BP_GEN transaction code.

Pls help
